The Demise of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Immense energy is devoted on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from across the border, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been dispatched to counter approaching cruise missiles flew past – sophisticated military planes delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, probably delivered by partner states. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Following this, a large-caliber weapon fired at a aerial vehicle close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to fill in the immediate future.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, continue.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration functions according to a premise understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unrealistic to compel Moscow to relinquish the areas that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does nothing to deter Moscow, through statements or actions, from believing that the status quo will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a entire defensive failure until situations evolve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
